Credit Unions in Ireland

Credit Union Business Model

Ownership. Credit unions are mutual organizations, which are by owned by its members in the form of share accounts. Each share is equal to €1. There also maybe an entrance fee of not more than €1.27 and a minimum savings threshold of 1-10 shares.

Membership. Members of a credit union is a group of people which have something in common, so called common bond. The most usual common bonds in Ireland are:

• Community bond: all the members live, and in some cases work, in a particular locality.
• Occupational bond: all members have the same profession or occupation, or work for the same employer.
• Associational bond: all the members belong to the same society or association.

Most of the credit unions operating in Ireland make use of community bond model:

Members have equal rights to vote (one member, one vote) and participate in decisions affecting the credit union.

Credit unions are non-for-profit, they can offer fair and competitive interest rates to its members. The surplus generated by a credit union is

• returned to the members as dividends
• directed to improve services required by the members

Credit Union Products and Services

Credit unions usually provide retail banking (with the focus on savings and loans) and insurance products.

Savings. Because the surplus depends on the credit union's performance, the credit union's members do not usually receive fixed interest on their accounts, rather the income is variable and not known in advance.

When a credit union declares a dividend at the end of its financial year, each share of the credit union is eligible for a dividend. The more shares a member has, the greater the dividend he/she will receive.The dividend may differ between credit unions.Average dividends in Ireland were below 1% in 2014.

Loans. Credit union members can apply for loans. Credit unions are flexible with regard to repayment plans, though there are some legal limitations to term and amount of loans, for example 10 years is currently allowed the maximum loan term. Also, according to the Irish legislation, credit unions cannot charge more than 1% per month on the reducing balance of a loan (which is equal to 12.74% annual percentage rate). Credit unions do not charge fees or transaction charges.

Restructuring of Irish Credit Unions Sector

The restructuring program initiated by the Irish Government in 2012 was aimed to support the financial stability and long term sustainability of the credit unions thus keeping credit unions as credible, trustworthy providers of financial services to members. The main tool being used to conduct the restructuring are mergers of the credit unions, performed in a in a voluntary, incentivised and time bound manner. Such mergers provide the credit unions an opportunity to address current difficulties and to develop a more sophisticated business model.

During 2013-2016, 82 credit unions were closed down as the result of the mergers, bringing down the number of operating credit unions from 394 to 317.
